Caltta Enabling China's Ministry of Emergency Management to Build the First Emergency Command PMR Network


Recently, the first emergency command PMR network in China has been built and put into operation in Qinghai Province. The network will greatly improve the emergency commanding communication abilities of the province.

After winning the bid from the Department of Emergency Management of Qinghai Province, which was the procurement of special equipment for disaster relief and emergency support, Caltta helped the Department accelerate the construction of the broadband and narrowband wireless digital trunking network. And now, the network has passed the ministry-province joint commissioning test, to cover and interconnect the Ministry, Provincial, Municipal, and County emergency management departments, and integrated the command centers of the provincial government, emergency management, fire rescue, and earthquake monitoring.

The 370M emergency command PMR network includes: converged command and dispatch center, PDT+LTE converged core network, PDT fixed simulcast stations, PDT vehicle-mounted radios, and PDT Portable radios.

The frontline rescue emergency communication equipment includes: portable LTE base stations, backpack LTE base stations, ad hoc networks, mobile dispatching stations, and multi-mode convergent radios.

The equipment of public trunking network includes: PoC servers and interworking gateways.

Solution Highlights

  • Fixed and mobile convergence: The network adopts mainly mobile equipment and secondarily fixed equipment. Vehicle-mounted PDT stations and fixed PDT simulcast networks are tightly united to implement interconnection and unified dispatching.

  • Broadband and narrowband convergence: The network gives priority to broadband while ensuring voice services. The PDT supports calls and emergency command, while the private LTE realizes real-time video transmission of frontline disaster relief sites and visualized command. The converged networking of PDT and private LTE implements interconnection and unified dispatching.

  • Public network and private network complementation: The PoC system utilizes the advantage of wide coverage of public networks. The public network and private network are complementary to each other, and orchestrated collectively to realize private calls, group calls, location, and other services.

  • Multi-mode convergent radio: Triple-mode radio of PDT, private LTE, and PoC can access network freely and support data collection through Wi-Fi, Bluetooth, and HDMI interfaces.

  • Unified dispatching platform: PDT, private LTE, and PoC system are interconnected for unified dispatching and seamless command.
