The electric power industry is China's lifeblood industry and has veteran state-owned enterprises. It plays an important role in the energy supply in China. This industry is widely distributed and serves a large number of users with diversified functions. It has broad market prospects. However, the businesses, including power distribution automation, mass data, and high security, require LTE technology urgently. There are existing wired dispatching networks built for this industry. To achieve better power distribution automation, the China Southern Power Grid and State Grid Corporation of China have been building LTE pilots since 2011. Hangzhou Electric Power Bureau of the State Grid Corporation of China is also engaged in it.
The Hangzhou Electric Power Bureau has been providing a stable power supply to the Hangzhou city for years and keeps improving information management collection and emergency repair for the power system using advanced communication technology. As from 2011, the bureau has held communication equipment bids several times, and Caltta has won these bids. In July 2013, the Hangzhou Electric Power Bureau launched a bid once again to carry out communication system construction in the Qingshan Village, Shenglian Village, and Linxiqiao in Lin'an, Hangzhou. The project was to a set of core network packet switching equipment, three sets of base station equipment, and communication terminal equipment, including data transmission terminals and handheld terminals.
In accordance with the plan from the Hangzhou Electric Power Bureau, the LTE pilot project covered Qingshan Village, Shenglian Village, and Linxiqiao. The private network of electric power communications was required for the access to the backend server of the Zhejiang Electric Power Corporation to provide services including power consumption data collection, power transmission line condition monitoring, and terminal power distribution. The customer used the fixed public telephone network for office communication and did not intend to give up the existing devices; so the pilot project network needed to be connected to the fixed telephone network. The diversified and complex requirements of the project presented a great challenge to the bidders in terms of technology and solutions.

To achieve connection with the fixed line system in this project, Caltta chose to cooperate with a well-known solution and equipment supplier to provide perfect solution and a reasonable and detailed configuration offer. Transmission line condition monitoring: Power transmission lines are set up outdoors. Those laid near the ground are vulnerable to man-made damage. In the monitoring system, data are reported in real time through the CPE and faults are automatically reported for troubleshooting. The data is transmitted to the core network through Caltta's base stations and then sent to the server of the electric power bureau. The reliable and rapid transmission through Caltta LTE equipment guarantees the timely delivery of transmission line condition data. High bandwidth and mass–data transmission feedback line damage, and facilitate the identification of causes, greatly saving time and manpower for power line troubleshooting and minimizing losses caused by power line damage.
Automatic collection of power consumption data: The power meter reading system installed in the consumers' electricity meters achieve regular and stable user data collection. User data are accessed to the LTE base station nearby through the CPE, and then transmitted to the data server in the electricity power distribution building of the State Grid Corporation through the core network. Power consumption data can be obtained automatically, stably, and reliably without on-site meter readings.
