In accordance with the Guidance on Strengthening the Construction of the Social Security Protection System released by the Ministry of Public Security of the People's Republic of China and On Strengthening the Construction and Application of the Province's Technical Protection System released by Henan provincial government, Zhengzhou Public Security Bureau had conducted overall planning, standards unifying, and the video supervision system constructing for a safe city for three consecutive years since 2010, realizing full coverage of communities, roads within the Third Ring road of the city, parks and key departments, and partial coverage of key places, city entrances, primary and middle schools, bus stations and lanes.
The construction of intersection video supervision is only part of the video coverage. To realize full coverage, supervised images must be accessed from the supervision platform for unified management and use. Therefore, a private video network is indispensable for the management system. To realize full coverage through optical fiber networking is difficult due to the long construction period, high rental fees, and procedures such as breaking roads and green areas. The construction of a private wireless communication network is faster, obtains gain on investment for a lifetime, and costs less for relocation.
Considering the strong diffraction and large single-point coverage area of the 340 MHz private wireless network, the mass data bearing capacity, good development prospects, and strong service scalability of the 1.4 G LTE private wireless network, and the current situation of Zhengzhou video construction and city planning, the 340 MHz private wireless network is used for the network coverage of the whole Zhengzhou city and the TD-LTE wireless private network is used as a supplement for the central area of the city and the densely populated area of video supervision spots. In this way, full coverage without blind spot is achieved together with video inspection and calling for key areas.
The TD-LTE wireless private network is used for Zhengzhou public security. As many as 8 base stations and 285 outdoor CPEs were installed in the first phase. It connected Zhengzhou Public Security Bureau and IEPC computer room with fibers., The existing video network became part of it. The overall topology graph is shown in Figure 1.
In July 2013, Zhengzhou Public Security TD-LTE Project Phase I was finished.
The advantages of the private wireless communication network were fully displayed during its construction in 2012, for example flexible deployment, strong adaptability, wide application, high construction speed, and low rental fees. This construction laid the foundation for Zhengzhou to carry out large-scale video networking. In order to get the best out of advantages of the 1.4 G LTE private wireless communication network, including strong data bearing capacity, service expansion capability, and great development potential, combined with the 2013 Zhengzhou video construction planning and the future development requirements of the urban area, Zhengzhou Public Security Bureau decided to use the private LTE wireless communication network to build 20 LTE wireless base stations and 50 outdoor CPEs for the areas within Weilai Road, Hanghai Road, Tongbai Road, and Nongye Road to realize network coverage within the Second Ring road of the main urban area of Zhengzhou.
To meet growing service requirements, a new dispatch system was built in phase II to realize visual dispatch within the Second Ring road, and an emergency communications vehicle was added to realize wireless image transmission in Zhengzhou.
As the only partner providing the LTE private video network, Caltta assisted Zhengzhou Public Security Bureau in realizing the following service projects:
Video backhaul and dispatch: This function can transmit the real-time live video and images of the fixed cameras installed at the intersections and mobile terminals back to the command center. Users can pull the video image of any supervision camera based on different requirements. If there are multiple users, they can watch the same video simultaneously or choose to watch different video images.
Trunking voice call: Professional trunking voice dispatch can be carried out between the dispatch console and mobile terminals. Video and voice call are supported to realize visual command and dispatch.
The outstanding performance of Zhengzhou LTE wireless communication network provided by Caltta has been recognized by the Zhengzhou government. The wireless communication network has been upgraded to the wireless government network as a module of the smart city project of Zhengzhou. A total of 100 base stations will be added for Zhengzhou wireless government network to cover the area in the Third Ring Road of the city and key areas of the Zhengdong new district, economic development zone, port, and high-tech districts. It will provide Zhengzhou government agencies at all levels with private network services. Caltta is actively involved in the service planning and network planning for the Zhengzhou government network.
